Minutes of the Monthly Meeting held on Thursday 25th March 2021:-  Resolved the Minutes of the Monthly Meeting held on the 25th March 2021 as circulated were confirmed as a true and accurate record and to be duly signed and ratified by the Chairman (Proposed: Councillor Mrs. J. Matters Arising from the Monthly Meeting held on Thursday 25th March 2021:-

 

Page 1 Min.49/21 Number of Parish Councillors:-  Clerk reported this had been followed up and confirmation was received there were indeed 12 places on the Parish Council and information had been amended by Cornwall Council accordingly.  With regards to previous candidates, Clerk had sent emails and no applications seem to have been submitted.

 

Page 1 Min.215/20 and Page 7 Min.15/21 Grave spaces with inappropriate surroundings:- Clerk reported nothing further had been heard.  When partial lockdown is lifted, she will visit the Cemetery to see if any action has been taken Action: Keep Pending.

 

Page 3 Min.19/21 Bank Signatories:-  Clerk reported once the new Parish Council is in place in May and any spaces filled, she would include an item on the agenda to make arrangements to include bank signatories as required by the Parish Council Action: Clerk.

 

Page 4 Min.53/21(9) Woods in your Parish:-  Clerk reported an email had been sent to the Woodlands Trust asking for advice and the Chairman and Vice-Chairman will be walking around the site in due course.  Chairman has established which parcels of ground have recently been sold.  He would also speak with Rick Newman at Benets Abbey Action: Keep Pending.

 

Page 9 Min.64/21 Clinical Waste and Needles:-  Clerk reported a response had been received advising within the Parish Councils records for safekeeping, we hold a copy of her public liability certificate.  She is insured for £10 million, and the expiry date is 10th June 2021.

 

Page 10 Min.68/21(8) Free Covid Signage:-  Clerk reported unfortunately it was too late to receive the free signage, but they would forward on emailed versions.

Monthly Report from Cornwall Councillor Chris Batters:- Cornwall Councillor C. Batters reported as follows as per email circulated:-

1.    Noisy/Nuisance Neighbour Issue at Lamorrick - He has been in discussion with certain people locally.  Sarah Dunden of Cornwall Council has insufficient details to take forward.  Hopefully if he gets elected on the 6th May he would arrange a meeting with parish council, senior police office and residents to try to sort the problem out.  It could escalate and someone could get hurt in the future which is a great concern.  Councillor A. Barnaby had concerns that this cannot really continue until the 6th May 2021.  He regularly hears abuse and loud blaring music.  He is concerned that local people are going to take into their own hands soon.  This person is just a liability. He also has concerns about this person even parking his car on other peopleÕs property and issues this could cause.  Cornwall Councillor C. Batters appreciates all these comments but advised this situation is not easy to deal with.  Chairman will visit Councillor A. Barnaby to establish where this person lives as he has been receiving a lot of emails recently, he would attend as a dispassionate attendee.

2.    Lady at Rectory Road had considerable trouble getting her waste bins collected.  He has arranged re-collection under assisted collection scheme.

3.    Roots of Trees in Woodland View needs to be reviewed as it appears no-one owns it.

4.    He said it has been a pleasure working with the Parish Council for over the years and can only hope he would be able to continue.

Update on Bench Area damage near Six Turnings:- Chairman reported there is currently no update on the bench area, but they would visit and report back in due course.

Planning Applications/Results/Correspondence/Letters of Objection received: -  Clerk reported that proposals for planning applications will be sent with the following statement:-  Due to the restrictions placed on the Parish Council because of the pandemic Coronavirus, this response represents the opinion of Members of Lanivet Parish Council identified through a consultation process and will be ratified at the next appropriate meeting of the Parish Council.

Cornwall Councillor C. Batters reported the above application has gone up to Bristol and Cornwall Council has recommended refusal.  They are looking to refuse the second application submitted, in line with the first application.  There is a back-log time wise.

Lanivet Parish Affordable Housing Working Party Update from Chairman:- Chairman reported details are still being worked out and there is no firm date for the planning application as yet.

Lanivet Parish Sport & Recreation Trust Update:- No report received.  Councillor T. Grose reported Zumba has started up in the hall recently and he has received a lot of concerns about noise from neighbours and he has spoken with Barry Cornelius about the noise.

Community Network Panel Meeting Update:-  Councillor Mrs. J. Dent reported via email that she has no updates, and the next planned meeting will be after the May elections.  She has no new information from Sarah Sims to pass on.

Lanivet Village Green/Play Equipment/Car Park/Bus Shelters:-  Chairman reported the tree has been removed next to the MCB Insurance building. The contractor has also cleared by the zip wire and along the river near the school.  It is all looking very good.  Councillor A. Barnaby have a few small jobs to finalise, Councillor T. Hancock to assist with matters.

 

Chairman reported he had spoken with the Contractor in respect of the Village Green as he noticed there are reeds growing and he advised it needed harrowing and feeding.  Chairman advised he has requested he organises this.  He suggested this needs to be included in future contracts going forward as grounds maintenance.

 

Councillor T. Hancock noted that the Contractor had cut all areas on the 8th April 2021 apart from the Village Green and was not sue why.  It was agreed when the invoice is received the Clerk forwards for reviewing to Councillors D. Batten, A. Barnaby, T. Hancock and T. Grose Action: Clerk.

 

Lanivet Car Park:-  No update.

Camel Trail Update:- Report received from Councillor Miss P. Bolton and circulated as follows Ð It has been a busy Easter on the Trail.  The Camel Tea Gardens has re-opened.  Grogley Bridge is still waiting for repairs.  All is fine on the Trail.

Cemetery Matters (Including any applications for memorials, inscriptions):- Memorial application for second inscription received from Drew Memorials for the late William and Enid Tonkin.  It was resolved to accept this application as per our regulations (Proposed: Councillor A. Barnaby; Seconded: Councillor Miss P. Bolton) Action:  Clerk.

Neighbourhood Watch Schemes for Lanivet and Nanstallon:- Clerk reported that only one person had come forward expressing an interest.  Cornwall Councillor C. Batters reported he had spoken to a few people on his rounds. 

Chairman asked if Councillor Miss P. Bolton was taking the lead in Nanstallon.  She said she has a few people interested and if no-one else wants to take the lead she would be happy to do this.  Cornwall Councillor C. Batters advised he would be happy to stand as a coordinator for both villages if needed.  Councillor Miss P. Bolton suggested it should be someone in the villages.  Councillor S. Jennings offered assistance to Councillor Miss P. Bolton if needed. 

 

Chairman suggested taking up Councillor C. Batters offer to kick things off.  If we then had a meeting for Nanstallon and Lanivet where Chris would be there, then we could invite all parishioners and it may assist with this. Councillor Miss P. Bolton said could not meet until 21st June.  A Zoom or electronic meeting could, therefore, be arranged.  This could be advertised on the village Facebook Pages and local Councillors could speak to parishioners Action: Next Agenda.

Newsletter Reports/Parish Council Website:- Clerk reported Facebook was recently updated with a lot of road closure information, a write up with information on the death of His Royal Highness, the Duke of Edinburgh.  Some job advertisements from Cornwall Council were included, along with the usual information from the Parish Council.  It seems to be reaching a lot of local parishioners which is good news.

Urgent Parish Matters with prior liaison with Chairman (Items for Information Only and items for the next agenda):-  Clerk reported she had requested an extension of time for the following planning application, and it had been denied by the Case Officer.  Chairman wanted to raise tonight under urgent matters in the Parish to allow the Parish Council to make comments:-

Date of Next Meeting:- Thursday 13th May 2021 at 7.00pm on-line by Zoom or at a meeting, if confirmed by the Government.  

 

Action: Clerk to email to Electoral Services at Cornwall Council asking when the Parish Council can advertise for two vacancies.

 

Chairman said last meeting with Jane with the Parish Council.  Jane thanked the parish council for having her.  Chairman thank Jane for all her support.  Jane will be leaving the county and have a property in Gulldford and one in St. Breock so will be between the two.  Chairman said when we can meet up to have a physical meeting and thank Jane properly.  Will be missed.  Jane said she has really enjoyed it and will miss it. 

 

Councillor Miss P. Bolton wished to say good luck to Cornwall Councillor C. Batters as if he did not get elected, we would miss him.  We wish him all the best for the elections.
